Whenever you hit a save point in Final Fantasy XIII chances are you end up checking out the shops. Most of these shops are just unlocked as you play through the game however some of them require special conditions. R&D Depot and Gilgames, Inc are unlocked by completing Missions 07 and 46. Other than those you just to play through the game and you will unlock these shops as you play.
